Pharmacy Vapes in Australia: Laws, Access & Australia-Wide Delivery
Pharmacy vapes: the legal access pathway, explained
Pharmacy vapes are therapeutic vaping goods that may be supplied through participating Australian pharmacies for smoking cessation or the management of nicotine dependence. They are not ordinary retail products, and access is never automatic.
Kicko provides online quit-smoking and nicotine-dependence care for Australian adults. A clinician considers your health information, nicotine use, previous quit attempts and goals. If prescription treatment is clinically appropriate, a participating pharmacy can dispense it and arrange delivery to eligible addresses Australia-wide.
Information checked: September 2026. Pharmacy-vape laws can change, and state or territory requirements also apply.
Quick answer
In Australia, lawful therapeutic vapes are available through participating pharmacies. Adults aged 18 and over in most states and territories may be able to access a product containing 20 mg/mL of nicotine or less without a prescription, but only after a pharmacist determines that supply is clinically appropriate.
A prescription is required for nicotine concentrations above 20 mg/mL. Western Australia and Tasmania require a valid prescription at every nicotine concentration. A pharmacy is never required to stock or supply a therapeutic vape, even when a person has a prescription.

What Are Pharmacy Vapes?
“Pharmacy vapes” is a common search term for the therapeutic vaping goods that can be lawfully supplied through Australian pharmacies. The legal category can include vaping substances, pods or cartridges, devices and certain accessories. Their lawful purpose is limited to helping a person stop smoking or manage nicotine dependence.
That therapeutic purpose matters. Pharmacy vapes are not intended to be sold as lifestyle, recreational or general consumer products. A pharmacist, medical practitioner or nurse practitioner must be satisfied that the relevant legal and clinical requirements have been met before supply.
What pharmacy vapes are
- Therapeutic goods for smoking cessation or nicotine dependence
- Supplied through a participating pharmacy pathway
- Subject to pharmacist or prescriber oversight
- Required to meet applicable Australian product standards
What pharmacy vapes are not
- Ordinary products that can legally be sold by any retailer
- Automatically suitable for every person who smokes or vapes
- Risk-free or a first-line treatment for nicotine dependence
- TGA-approved merely because they appear on the notified vape list
Important: 'notified' does not mean 'TGA-approved'
Therapeutic vapes lawfully supplied in Australia are currently unapproved therapeutic goods, meaning they are not included in the Australian Register of Therapeutic Goods (ARTG). The TGA says they have not been assessed in the same way as registered products for quality, safety, efficacy or performance. A product's inclusion on the notified vape list is not TGA approval.
Why Are Vapes Pharmacy-Only in Australia?
Since 1 July 2024, Australia's federal vaping reforms have applied to vaping goods whether or not they contain nicotine. Lawful therapeutic supply is through pharmacies and pharmacy settings. Tobacconists, convenience stores, specialist vape shops and other general retailers cannot legally sell vaping goods.
The pharmacy-only model is intended to place access within a healthcare setting. Depending on the pathway, a pharmacist or prescriber considers the therapeutic purpose, verifies identity and age, discusses alternative quit-smoking options, and provides professional advice. The pharmacy also has obligations covering storage, records, labelling, quantity and lawful supply.
This is why “pharmacy vapes near me” does not necessarily mean every local pharmacy will have stock. Participation is voluntary, and a pharmacist can decide not to supply a therapeutic vape if they do not consider it clinically appropriate or cannot meet the legal requirements.
Do You Need a Prescription for Pharmacy Vapes?
Not every Australian adult needs a prescription under the federal framework, but the answer depends on nicotine concentration, age, clinical needs and state or territory law. Kicko uses a clinician-led prescription pathway: completing an assessment does not guarantee treatment or a prescription.
| Situation | General requirement | What still has to happen |
|---|---|---|
| Adult 18+, 20 mg/mL nicotine or less, in most jurisdictions | May be supplied without a prescription | A participating pharmacist must conduct a consultation and decide that supply is clinically appropriate. |
| More than 20 mg/mL nicotine anywhere in Australia | Prescription required | A medical or nurse practitioner must assess the person and issue a valid prescription where appropriate. |
| Western Australia, at any nicotine concentration | Prescription required | A registered pharmacy can dispense only after receiving a valid prescription from an authorised practitioner. |
| Tasmania, at any nicotine concentration | Prescription required | Supply is restricted to a licensed pharmacy and requires a valid prescription under Tasmanian rules. |
| Person under 18 | Prescription pathway and local restrictions | Federal and state rules apply, and some jurisdictions prohibit pharmacy supply to minors. Kicko's service is for adults aged 18+ only. |
Even when a prescription is not legally required, supply is not “over the counter” in the usual self-selection sense. The pharmacist must be personally involved, check identity and age, obtain informed consent, discuss registered alternatives, provide appropriate advice and limit supply to no more than one month's amount in a month.

Pharmacy Vapes: Australian Laws and Product Standards
Australia regulates all vaping goods, including products that do not contain nicotine. The rules affect who can supply them, why they can be supplied, the types of products that may be available, and how they can be promoted.
1. Pharmacy-only lawful supply
Therapeutic vaping goods are lawfully available through participating pharmacies and pharmacy settings. General retail sale through tobacconists, convenience stores, vape shops or ordinary online retailers is prohibited.
2. Therapeutic purpose
Supply must be for smoking cessation or the management of nicotine dependence. A request for a particular product does not create an entitlement to receive it.
3. Nicotine limits
A product above 20 mg/mL requires a prescription. Under the strengthened standards, therapeutic vaping substances cannot exceed 50 mg/mL nicotine in base form or equivalent base-form concentration.
4. Restricted flavours
Lawful therapeutic vaping substances are restricted to unflavoured products and the permitted flavours mint, menthol and tobacco. Other flavours are not part of the lawful therapeutic supply framework.
5. Packaging and device standards
Requirements cover permitted ingredients, nicotine and menthol limits, container size, plain presentation, labels, information leaflets, device safety, battery safety and child-resistant packaging where applicable.
6. No personal overseas orders
Consumers cannot purchase vapes from overseas retailers or websites for personal importation, even if they have a prescription. Limited traveller exemptions are separate and have strict quantity and purpose conditions.
Advertising restrictions are strict
Advertising or promoting vaping goods to the public is prohibited unless a specific legal authorisation applies. This guide provides general information about quit-support services and the legal pharmacy framework. It does not promote a particular vaping product, brand, price or discount.
How Kicko Works
Kicko is an online Australian quit-smoking and nicotine-dependence service. The process begins with an assessment, not a product order. Clinical decisions remain independent, and a doctor may recommend an option other than a therapeutic vape.
Free eligibility check
Answer initial questions online about your age, location and nicotine use.
Complete your intake
Provide relevant health, medicine, smoking or vaping, and quit-attempt information.
Doctor review
A registered doctor reviews the completed intake, generally within 24 hours.
Plan and pharmacy
If approved, access your quit plan and arrange pharmacy dispensing and delivery.
Your clinician may consider your current cigarette or vape use, nicotine dependence, medical history, medicines, previous attempts to quit, withdrawal symptoms and treatment goals. Where a prescription is issued, the pharmacy must still complete its own checks before dispensing.
Kicko also provides nurse support for help with the intake process, care questions and follow-up. This matters because nicotine dependence is rarely only about the product; routines, triggers, withdrawal and behavioural support can all affect a quit attempt.

The assessment is free and no referral is required. Treatment and any prescription depend on an individual clinical decision.
Australia-Wide Pharmacy Delivery
Kicko supports eligible Australian adults online. When a clinician issues a prescription and a participating pharmacy is able to dispense the prescribed treatment, the pharmacy can arrange delivery to eligible addresses across Australia.
This includes metro delivery to Australia's capital cities and service to many regional and remote locations:
- Sydney, NSW
- Melbourne, VIC
- Brisbane, QLD
- Perth, WA
- Adelaide, SA
- Canberra, ACT
- Hobart, TAS
- Darwin, NT
Delivery may also be available to locations such as the Gold Coast, Sunshine Coast, Newcastle, Wollongong, Geelong, Cairns, Townsville, Toowoomba and other regional communities, subject to pharmacy acceptance, stock, local law, identity requirements and courier coverage.
Delivery is conditional, not guaranteed
Completing an assessment does not guarantee a prescription, dispensing or delivery. Timing varies with clinical review, pharmacy processing, product availability, destination, weekends, public holidays and carrier conditions. Western Australian and Tasmanian patients require a valid prescription at every nicotine concentration.
What Happens Before a Pharmacy Vape Is Dispensed?
Whether access is through the pharmacist model or a prescription, a lawful pharmacy supply involves more than selecting an item online. Depending on the pathway and jurisdiction, the process can include the following steps.
- Identity and age are checked. Adults seeking Schedule 3 supply must provide evidence of identity and age. Online and delivery models may also require checks at sale or delivery.
- The therapeutic purpose is confirmed. Supply must be for smoking cessation or the management of nicotine dependence—not recreational use.
- Clinical appropriateness is considered. A pharmacist or prescriber considers relevant health information, other medicines, dependence and alternative treatments.
- The lawful product pathway is verified. The pharmacy checks that the product may be lawfully supplied and, where needed, that there is a valid prescription and relevant TGA access pathway.
- Advice is provided. This may cover how to use the treatment, possible adverse effects, dose and frequency, duration, interactions, storage, safe disposal, registered alternatives and quitting support.
- The pharmacy dispenses and arranges delivery. The pharmacy labels and records the supply as required, then dispatches it where delivery is available and lawful.
Pharmacy Vapes Compared With Illegal Retail Vapes
A product being called “nicotine-free,” “therapeutic” or “compliant” by a seller does not make a non-pharmacy sale lawful. The supply channel and regulatory requirements matter.
| Feature | Lawful pharmacy pathway | Non-pharmacy retail pathway |
|---|---|---|
| Where supplied | Participating registered pharmacy or an authorised practitioner under applicable law | Tobacconist, convenience store, vape shop or ordinary online retailer |
| Legal position | May be lawful if all requirements are met | Retail supply is prohibited |
| Purpose | Smoking cessation or management of nicotine dependence | Often sold as a general or recreational consumer product |
| Health-professional involvement | Pharmacist consultation or valid prescription pathway | No lawful public retail pathway |
| Product requirements | Applicable TGA notification, ingredient, concentration, packaging, labelling and device standards | No assurance that Australian therapeutic requirements are met |
Are Pharmacy Vapes a First-Line Quit-Smoking Treatment?
No. The TGA states that therapeutic vapes are not a first-line treatment for smoking cessation, vaping cessation or the management of nicotine dependence. Evidence about long-term health effects is still developing, and vaping is not risk-free.
Other options may be considered first or used as part of a broader plan. These can include behavioural support, nicotine replacement therapies such as patches, gum, lozenges, inhalers and mouth sprays, and certain prescription medicines. Some of these products are included in the ARTG and have been assessed by the TGA.
The right approach depends on the individual. A health practitioner can discuss potential benefits, risks, alternatives, contraindications and follow-up rather than treating pharmacy vapes as a universal solution.

Frequently Asked Questions About Pharmacy Vapes
What are pharmacy vapes?
Pharmacy vapes are therapeutic vaping goods that may be lawfully supplied through participating Australian pharmacies for smoking cessation or the management of nicotine dependence. They are regulated therapeutic goods, not ordinary retail or recreational products.
Can I get pharmacy vapes without a prescription?
Adults aged 18 and over in most states and territories may be able to obtain a therapeutic vape containing 20 mg/mL nicotine or less without a prescription after a participating pharmacist consultation. The pharmacist must determine that supply is clinically appropriate. State laws and other conditions apply.
When is a pharmacy vape prescription required?
A prescription is required for therapeutic vapes containing more than 20 mg/mL nicotine. Western Australia and Tasmania require a prescription at every nicotine concentration. A prescription pathway may also be appropriate when a person has more complex clinical needs.
Can I order pharmacy vapes online for delivery?
A participating Australian pharmacy may use an online or mail-order model where it complies with federal, state and professional requirements. The pharmacy must complete the required clinical, identity, age, prescription, labelling and supply checks before dispatch. Ordinary online vape stores are not a lawful alternative, and personal importation from overseas websites is prohibited.
Does Kicko offer Australia-wide pharmacy delivery?
Kicko supports eligible adults around Australia. If a doctor decides prescription treatment is appropriate and the participating pharmacy can lawfully dispense it, delivery can be arranged to eligible addresses in Sydney, Melbourne, Brisbane, Perth, Adelaide, Canberra, Hobart, Darwin and many regional locations. Pharmacy acceptance, stock, local law and courier coverage apply.
Can any pharmacy sell vapes?
No pharmacy is compelled to participate, stock or supply therapeutic vapes. A participating pharmacist can also refuse supply if the legal requirements are not met or they do not consider the treatment clinically appropriate.
Are pharmacy vapes TGA-approved?
No therapeutic vape is currently included in the ARTG for smoking cessation or nicotine dependence. These products are unapproved therapeutic goods. Products on the TGA's notified vape list have been notified as complying with applicable standards, but notification is not the same as TGA approval or an assessment of safety, quality and effectiveness.
What flavours can lawful pharmacy vapes have?
The lawful therapeutic framework restricts vaping substances to unflavoured products and permitted mint, menthol or tobacco flavours. Product standards also restrict ingredients, presentation, packaging and product names.
Do non-nicotine vapes also have to come from a pharmacy?
Yes. Australia's reforms apply to vaping goods regardless of whether they contain nicotine. Non-pharmacy retailers cannot legally supply vaping devices, substances or accessories simply by claiming that they contain no nicotine.
Does completing a Kicko assessment guarantee a prescription?
No. Completing the free assessment does not guarantee treatment, a prescription, dispensing or delivery. A Kicko doctor makes an independent clinical decision based on the information provided and may discuss other evidence-based quit-smoking options.
